Serial Port Close then Open

Hello, I have run into the following problem. when I open a serial port and then want to modify the baud rate or other setting (Setup->Serial Port) I cannot select the existing serial port. for instance Open the app and select COM1. Setup->Serial Port only shows COM2 and the top right button says Close and New Open
What I used to get is New Setting in the top right button.
How can I remedy this? if it will help I can send screen caps or other file data as needed. just tell me what to send and where and I will send them along
My workaround for this right now is to close and open COM2 then repeat Setup->Serial Port which selects COM1 and I can then start working with the device.
